中国西部人才开发基金会是经国务院批准，民政部注册登记的全国性公募基金会。拥有非营利性组织免税资格和公益性捐赠税前扣除资格，业务主管单位是中共中央党校（国家行政学院），由国务院西部地区开发领导小组办公室发起，于2006年9月18日在北京正式成立。（资料来源：基金会官方网站）

The Western China Human Resources Development Foundation is a national public fundraising foundation approved by the State Council and registered with the Ministry of Civil Affairs. It holds non-profit organization tax-exempt status and qualifies for pre-tax deduction of charitable donations. Its supervisory authority is the Party School of the Central Committee of C.P.C (National Academy of Governance). Initiated by the Office of the Leading Group for Western Region Development under the State Council, it was officially established on September 18, 2006, in Beijing.
